Sewer Fee Increase Will Back $10B Wastewater Improvements, Climate Readiness

The Honolulu Department of Environmental Services (ENV) is set to introduce a 10-year phased increase in sewer fees beginning July 1, 2025. This is the first fee adjustment since 2016 and aims to support a $10.1 billion Capital Improvement Program (CIP) and meet the requirements of a 2010 Consent Decree to improve wastewater infrastructure. The program's most significant project is a $1.8 billion upgrade to the Sand Island Wastewater Treatment Plant, scheduled for completion in 2035.

The new fee structure will involve an annual increase of 9% for the first six years, with smaller annual increases thereafter, leading to an overall 115% increase over the decade. The funds will help maintain essential services and tackle climate-related challenges affecting wastewater systems. To assist low-income households, ENV will offer financial support through the CARES program, which provides monthly credits for eligible residents.

Make your voice heard today, Pearl City! Head to the polls today and cast your vote to shape Hawaiʻi’s future. Every ballot counts in deciding the leaders who will advocate for our community’s needs in education, housing, public safety, and more.
