
Good news for Pearl City residents seeking housing assistance — the Section 8 Housing Choice Voucher (HCV) waitlist is now open!
Thanks to an extra $10 million in federal funding from the U.S. Department of Housing and Urban Development (HUD), the City and County of Honolulu has reopened its HCV application process earlier than expected. This program offers vital rental support to very low-income households and helps make housing more affordable across the island.
🏠 What is the Housing Choice Voucher Program?
The Section 8 program helps eligible families, individuals, and seniors by covering a significant portion of their rent. Once approved, participants typically pay just 30% of their adjusted income toward rent, while the rest is covered by the voucher.
One of the best parts? It’s not limited to public housing. The voucher can be used at any rental property, as long as the landlord accepts it.
💰 Do You Qualify?
To apply, your household must meet the 2025 income limits set by HUD. For example, a single-person household can earn just over $50,000, with limits increasing based on the number of people in the family.
These income guidelines are based on 50% of the median income in Honolulu, so they’re designed to help those who truly need it most.

How Selection Works: Not first-come, first-served — all applications submitted during the window will be considered equally.
HUD will randomly select about 3,000 households from the applicant pool by mid-August. Remember, submitting an application does not guarantee housing assistance, and only one application per household is allowed.
